
William (Bill) Hoelscher, RA, LEED AP, is a design leader with more than 30 years of experience guiding mission‑critical projects for both federal agencies and public transit operators nationwide. Based in our Fort Worth office, he directs multidisciplinary teams on federal courthouses, border‑patrol and military installations, and small- and large‑scale transit facilities—including bus transfer stations, light‑rail platforms, passenger amenities, and fleet operations & maintenance campuses.
His portfolio spans the General Services Administration, Department of Homeland Security, U.S. Army Corps of Engineers, and dozens of transit agencies nationally, where he has delivered LEED‑certified maintenance facilities, administrative headquarters, and multi‑modal hubs that streamline day‑to‑day operations while elevating the rider experience.
Known for a client‑first, hands‑on approach, Bill engages stakeholders from programming through post‑occupancy, ensuring each facility is functional, durable, and easy to operate. He excels at design‑build delivery, historic preservation, and interdisciplinary coordination—translating rigorous security, sustainability, and budget requirements into high‑performance, constructible solutions.
Bill holds a Master of Architecture from the University of Texas at Arlington and a Bachelor of Arts in Art from the University of Dallas, and is a registered architect in Texas, Oklahoma, and Washington.
