Carl F. Taylor, PE, LEED AP, is a Vice President and Principal in Huitt-Zollars’ Irvine (CA) office with nearly five decades of experience in civil engineering, buildings, site development, and public infrastructure. He is widely recognized for his leadership of multi-disciplined teams for complex grading, roadway, drainage, utility, site and building design for municipal, county, state, federal and private clients.

Carl has served as a key contributor to the County of Orange (CA) Highway Design Manual and Local Drainage Manual.  He has led the planning, engineering and management of major infrastructure, site development and building projects such as the Avenida La Pata Gap Closure, Bakersfield National Cemetery, Ladera Ranch, Southern California Veterans Cemetery and numerous other veterans cemetery expansions across the western United States. His expertise spans public works, land development, parks and recreation, military facilities, and federal projects, including extensive experience with grading operations totaling over 100 million cubic yards.

He holds a Bachelor of Science in Civil Engineering from the University of California, Berkeley, and a Master of Divinity from Golden Gate Baptist Theological Seminary. Carl is a licensed Professional Engineer in California and a LEED Accredited Professional. He is an active member of the American Society of Civil Engineers, the Society of American Military Engineers, and the American Public Works Association.
