Daniel Menendez, PE, is an experienced engineering professional with over 32 years of expertise in construction management, mechanical engineering, and public infrastructure delivery. As Vice President and Principal at Huitt-Zollars’ Houston West office, Daniel brings a strategic, solutions-driven approach to project execution and client service.

Daniel’s background includes extensive experience in construction management, project and program management, engineering oversight, budgeting, quality assurance, and supervision of technical teams. Prior to joining Huitt-Zollars, he served as Deputy Director of Public Works and Engineering for the City of Houston, where he led the Capital Improvement Plan (CIP) Design and Construction program. In this role, he was responsible for planning and forecasting infrastructure investments and delivering city projects that met both technical and community needs.

His portfolio includes major initiatives such as the City of Houston Capital Improvement Plan and the METRO Light Rail Expansion Program, reflecting his ability to manage complex, high-impact projects with strategic vision and operational discipline.

A licensed Professional Engineer in Texas, Daniel is a member of the Society of Military Engineers and the American Public Works Association. His leadership fosters a collaborative environment that values innovation, accountability, and long-term client partnerships.
