Elaine Jin, PE, is Senior Vice President and Transportation Practice Area Leader at Huitt‑Zollars. She leads firmwide strategy, business development, client engagement, and project delivery excellence across the firm’s transportation portfolio, with a focus on roads and bridges, transit, aviation, and ports.
With more than 26 years of experience in transportation infrastructure. Elaine has provided senior technical and delivery leadership on complex, multidisciplinary programs, including projects delivered through alternative delivery methods. Her leadership experience includes major projects such as the $798 million Horseshoe Design‑Build project, the DFW Airport International Parkway Right Exit project, the Dallas’ Margaret Hunt Hill and Margaret McDermott signature bridges, and the $130 million TEXRail Extension Project.
In addition to her technical and project leadership, Elaine is actively involved in the engineering community. She currently serves as the Program Chair for the ASCE Dallas Branch and is a board member of the Transit Coalition of North Texas (TCNT). She previously served as President of the North Texas Chinese Engineers and Architects Association.
Elaine holds a Master of Science in Civil Engineering from Florida State University and a Bachelor of Engineering in Bridge Engineering from Tongji University. She is a registered Professional Engineer in Texas and Oklahoma.
