Fran Wall, PE, LEED AP, is the Executive Vice President and Chief Operating Officer at Huitt‑Zollars. He focuses on strengthening project delivery, optimizing internal processes, and supporting firmwide initiatives that advance quality, efficiency, and client service.

Fran brings extensive experience in the planning and delivery of complex public infrastructure projects. Prior to becoming COO, he served as Senior Vice President and Public Works Practice Area Leader, where he directed strategic planning, business performance, and client engagement for the public works sector.

Fran’s background includes work across transit operations and facilities, public facilities, residential development, master planned communities, and industrial parks.
