Gabriela (Gaby) Bell, PE, CFM, is a Vice President and Principal-in-Charge in Huitt Zollars’ Dallas office, where she leads the firm’s Hydrology and Hydraulics team. With 14 years of engineering experience, including more than a decade dedicated to water resources at Huitt Zollars, Gaby is recognized for delivering resilient, community-focused solutions through strong client partnerships, collaborative leadership, and technically rigorous, quality-driven project delivery.

Gaby’s expertise spans stormwater and floodplain modeling, flood planning and permitting, stormwater master planning, and complex hydraulic analyses supporting urban, rural, and transportation infrastructure. Throughout her tenure, she has contributed to high-impact projects that enhance community infrastructure while strengthening the firm’s technical excellence and operational performance. Notably, she has provided technical guidance and strategic support to TxDOT’s Hydraulic Design Division for several years, including contributions to TxDOT’s statewide hydrology and hydraulics training program.

A graduate of the University of Texas at El Paso with a Bachelor of Science in Civil Engineering, Gaby is known for her collaborative leadership, commitment to innovation, and dedication to continuous improvement. She is committed to mentoring and developing technical staff, fostering a culture of quality, accountability, and continuous improvement across the team. She is active in professional organizations and serves in a leadership role with the local WTS chapter.
