Kevin C. Carter, PE, QSP/D, is a Vice President and Managing Principal of the Thousand Oaks office. With 30 years of experience in civil engineering, Kevin has managed, planned, designed, and supervised major public works projects, including road alignments, parking lots, bridges, and drainage facilities.

Kevin graduated with a Bachelor of Science in Civil Engineering from the University of California, Berkeley, and holds a Master of Public Administration from California State University, Northridge. He is a licensed Professional Engineer in California and a Qualified SWPPP Practitioner and Developer (QSP/D).

Kevin’s notable projects include the Omnitrans Paratransit Facility Modernization, Jet Aviation-Gulf Stream FBO Hangars at Van Nuys Airport, Etting Road Widening, Glendale Narrows Riverwalk, Canada Boulevard Resurfacing and Water Infrastructure Improvements, Simi Valley Transit Center, Solar Canopies at the Thousand Oaks Municipal Service Center, and the Gold Coast Transit District O&M Facility. His expertise in public works and infrastructure projects has been instrumental in delivering high-quality outcomes on schedule and within budget.
