Philip Moore, TSSP, WSO-CSS, serves as Vice President in Huitt-Zollars’ Dallas office and leads National Rail and Transit Business Development within the Transportation group. In this role, Philip drives strategic pursuits for transit, rail, and port projects nationwide and provides subject matter expertise in safety and security across all phases of project delivery.
With more than 18 years of experience in managing large-scale freight and commuter rail capital improvement programs, Philip brings extensive knowledge in project management, systems integration, safety and security certification, regulatory compliance, and stakeholder engagement. He has directed operational coordination for multi-billion-dollar transit programs, overseen contractor teams, and facilitated collaboration with transit agencies and consulting firms across the country.
Philip is recognized as an authority on FRA, FTA, and State Safety Oversight (SSO) regulations. He holds certifications in Transit Safety and Security, Public Transportation Safety, and is a Certified Safety Specialist with the World Safety Organization (WSO). He actively contributes to industry organizations including AREMA and APTA, and has led public safety outreach for schools, businesses, and first responders. Philip studied Business Management at Cowley College and is actively continuing his BA in Business Leadership at the University of Arizona Global Campus.
