Robert P. Armstrong, PE, CFM, is a Vice President and Managing Principal of Huitt-Zollars’ Dallas office. With over 30 years of experience in open channel hydraulics, geomorphology, channel restoration, hydrologic analyses, storm water quantity and quality analysis and design, master planning, bridge hydraulic and scour studies, and FEMA modeling and permitting, Rob has managed a wide range of water resource projects.

Rob graduated with a Bachelor of Science in Civil Engineering from the University of Oklahoma and holds professional engineering licenses in Texas, Nebraska, and Oklahoma. He is also a Certified Floodplain Manager (CFM).

Rob’s notable projects include City of University Park stormwater master planning and design, Missouri River Overton Bottoms Channel Restoration, and analysis of the IH-10 corridor from Houston to the Louisiana border. His expertise in hydrology and hydraulics has been instrumental in delivering successful outcomes for complex projects.
