
Robert Powell, PE, is a Vice President and Principal in Huitt-Zollars’ Houston West office with over 32 years of experience in civil engineering, project management, and construction administration. He has led numerous infrastructure and water resource projects across Texas, with a focus on flood control, drainage, and utility systems.
Robert serves as Project Manager for the maintenance of federally assisted channels in Harris County, overseeing inspection, condition assessment, and repair design for major bayous including Brays, White Oak, Sims, and Vince. His work includes managing complex rehabilitation efforts such as flood gate mechanical systems, erosion control, and structural repairs. He has also led the design and construction of water and wastewater treatment facilities, stormwater infrastructure, and large-scale site development projects for municipal and regional clients.
He holds a Master of Science in Engineering from Prairie View A&M University and a Bachelor of Science in Building Construction from Texas A&M University. Robert is a licensed Professional Engineer in Texas and an active member of the Society of American Military Engineers.
