The Clear Creek Second Outlet Gate Structure project in Seabrook, Texas, has received the APWA Texas 2026 Public Works Project of the Year Award in the Structures Less than $5M category, recognizing excellence in the rehabilitation of critical flood control infrastructure. Operated by the Harris County Flood Control District, the structure plays a vital role in protecting Clear Lake and surrounding communities from flooding while supporting regional water quality.

After decades of exposure to a harsh saltwater environment, the facility’s steel gates and lifting systems required significant intervention. Huitt‑Zollars delivered a comprehensive solution that combined historical design knowledge with modern fabrication techniques, resulting in enhanced durability, improved long‑term performance, and reduced maintenance needs.

The project strengthened flood protection capabilities while minimizing operational disruptions and environmental impacts. Congratulations to our client, the Harris County Flood Control District (HCFCD), and the design and construction teams for their outstanding work on this project.
