Huitt Zollars, Inc. is pleased to announce the promotion of Elaine Jin, PE, to Senior Vice President and Transportation Practice Area Leader. In this role, Elaine will guide strategy, business development, client engagement, and project delivery excellence across the firm’s transportation practice.
Elaine rejoined Huitt Zollars in 2023 as Vice President in the Transportation Practice, bringing more than 26 years of experience in transportation infrastructure. Elaine provides senior technical and delivery leadership on complex, multidisciplinary programs, including projects delivered through alternative delivery methods. Her leadership experience includes major projects such as the $798 million Horseshoe Design Build project, the DFW Airport International Parkway Right Exit project, and the Dallas’ Margaret Hunt Hill and Margaret McDermott signature bridges. She currently serves as Deputy Project Manager for the $130 million TEXRail Extension Project.
As Practice Area Leader, Elaine will focus on expanding Huitt Zollars’ footprint with the Texas highway agencies, building a national transit portfolio, growing the firm’s aviation and port capabilities, and broadening services to state DOTs across the firm’s offices nationwide.
Elaine succeeds Rick Robyak, PE, who has been named Executive Vice President and Chief Marketing Officer.
