
Huitt-Zollars is pleased to announce the addition of Kenneth (Ken) Mobley to the planning team as a Vice President and Senior Project Manager. Ken will be leading planning efforts in the Northeast, including the D.C. Metro area (D.C./Virginia/Maryland). His primary focus will be on transit, but he will also support pursuits in broader planning and design initiatives.
Ken has over 35 years of experience in transportation and urban planning, with a career spanning leadership roles in major infrastructure projects across Maryland, Virginia, D.C., Pennsylvania, and beyond. His expertise includes all modes of transportation, from bicycle and pedestrian facilities to high-speed rail corridors, and he has served as Principal in Charge, Project Manager, and Subject Matter Expert on a wide range of planning, design, and environmental documentation efforts.
Ken’s achievements include management leadership of multi-disciplinary teams on high-profile projects such as the Purple Line Maintenance Facility in Maryland, the CSX Transforming Rail initiative in Virginia, and the Tier II EIS for the Southeast High-Speed Rail Corridor. He has also managed NEPA documentation for transit stations, rail and transit corridors like the Silver Line in Northern Virginia, and managed multimodal transportation plans. Ken has been a trusted advisor to Federal agencies (FRA, FTA, FHWA), state agencies (DRPT, MTA, NCDOT, VDOT, DDOT, PennDOT), and localities and transit agencies (WMATA, GRTC, HRT, City of Richmond) promoting multimodal transportation projects.
In addition to his technical leadership, Ken is an experienced facilitator and public engagement strategist, having led award-winning campaigns and stakeholder outreach for DOTs and federal agencies. He is a frequent speaker at national and statewide conferences and is actively involved in professional organizations including APA, ULI, COMTO, and SAME.
Ken holds a Master of Science in Public Policy and Management/Urban Planning from Carnegie Mellon University and a B.A. in Political Science from Davidson College. His commitment to innovation, collaboration, and community-focused planning makes him a tremendous asset to the team.
