Huitt-Zollars is pleased to welcome Philip Moore, TSSP, WSO-CSS, as a Vice President in our Dallas office. Philip joins our Transportation group as the National Rail and Transit Business Development Lead. In this role, he will assist our transit group, pursuing work nationally and serving as a subject matter expert in safety and security across our transit projects.

Philip has over 18 years of experience in managing large-scale freight and commuter rail capital improvement projects. His expertise spans project management, systems integration, safety and security certification, regulatory compliance, and stakeholder engagement. Philip has led operational coordination for multi-billion-dollar transit programs, managed oversight of contractor teams, and facilitated collaboration with transit agencies and consulting firms nationwide. He played a pivotal role in delivering transformative transit programs, including the Dallas Area Rapid Transit (DART) Silver Line project and the Ottawa Light Rail Transit expansion.

Philip is recognized as a subject matter expert in FRA, FTA, and State Safety Oversight (SSO) regulations and holds certifications in transit safety and security, public transportation safety, and is a Certified Safety Specialist with the World Safety Organization (WSO). He is an active contributor to industry organizations, including the American Railway Engineering and Maintenance-of-Way Association (AREMA) and the American Public Transportation Association (APTA), and he has led public safety workshops for schools, businesses, and first responders. Philip studied Business Management at Cowley College and Business Leadership at the University of Arizona Global Campus.
