
Huitt-Zollars welcomes Charles F. Dibrell III (Tré) as a Vice President in our Dallas office. In this role, Tré will lead the urban development practice in Dallas and oversee the daily activities of the team. In addition, he will be working with our Fort Worth UD team to maintain and grow client relationships, manage projects, and guide business development initiatives.
Tré brings more than two three decades of experience in land development, civil engineering, and municipal leadership. His background includes directing large-scale residential and commercial developments, opening and expanding regional offices, and managing multidisciplinary teams. He has also served in key public sector roles, including City Engineer and Development Director, giving him a comprehensive understanding of both private and municipal development processes.
His expertise spans land acquisition, entitlements, infrastructure planning and design, permitting, and construction oversight. Tré is also well-versed in floodplain modeling and capital improvement planning, and he has completed specialized training in infrastructure project design and construction, HEC-RAS and HEC-HMS floodplain modeling, and traffic signal synchronization using Synchro software.
Tré is a licensed Professional Engineer in Texas and holds a Bachelor of Science in Civil Engineering from Texas A&M University. He is an active member of the Texas Floodplain Managers Association and the American Society of Civil Engineers.
