The HZ/MBI Joint Venture provided full design-bid-build construction documents and cost estimates for the rehabilitation of Building 16 at Joint Forces Training Base Los Alamitos, CA. Originally built in the 1940s, the 24,000 SF World War II-era wood-frame structure had been unoccupied for over a decade. The renovation repurposes the facility into a Battalion Headquarters supporting administrative, training, and dormitory functions for 300–700 personnel.

The project included hazardous materials abatement, full system replacements (roof, HVAC, plumbing, electrical, fire protection), ADA-compliant access upgrades, and code/life safety analysis. The team conducted a pre-design site assessment, developed as-built drawings, and led a design charrette to align with stakeholder goals. The design process followed a structured review cycle (10%–100%) with DrChecks and ITRs per the Design Quality Management Plan. A future phase will provide engineering support during construction, including inspections and commissioning.
